Welcome to the Community Benefit Programs (CBN) SMS Notification Service (“Service”). These Terms & Conditions (“Terms”) explain how we send and manage text message communications to participants enrolled in court-mandated or community benefit programs operated by Community Benefit Programs (CBN) through https://portal.cb-programs.org.

By enrolling in a CBN program and opting in to receive SMS notifications, you agree to these Terms and to our Privacy Policy.


1. Service Description

CBN provides automated SMS notifications to help participants stay informed about their program requirements, deadlines, and completion status.
Messages may include, but are not limited to:

  • Enrollment confirmations and Proof of Enrollment (POE) notices

  • TeleHealth completion reminders and status updates

  • Hospital Visit appointment confirmations, reminders, or reschedules

  • Proof of Completion (POC) certificate notifications

All messages are transactional and informational only.
CBN does not send marketing or promotional content via text.


2. Consent to Receive Messages

By providing your mobile phone number during enrollment and checking the opt-in box, you consent to receive automated SMS messages from CBN regarding your participation in assigned programs.

You may also be registered through an authorized referral agency (such as a Volunteer Center, court referral partner, or probation department).
In such cases, your consent is documented through a signed or electronic intake form prior to registration in our system.

Consent to receive messages is not a condition of any payment or unrelated service.


3. Message Frequency

Message frequency varies depending on your program activity. Typical messaging patterns include:

  • 1–2 messages during enrollment or appointment scheduling

  • 1–3 reminder or update messages before scheduled classes

  • 1 message confirming certificate availability or completion

No unrelated or marketing messages are sent.


4. Opt-Out and Help

You may opt out of receiving text messages at any time.

  • To stop receiving messages, reply “STOP.”
    You will receive one final confirmation message verifying your opt-out.

Please note: opting out will prevent you from receiving important notifications about your enrollment, appointments, and proof of completion that may be required for court verification.


5. Message and Data Rates

Message and data rates may apply depending on your mobile carrier.
CBN is not responsible for any fees or charges billed by your carrier for SMS usage.


6. Supported Carriers

Our SMS notifications are supported by most major U.S. carriers, including AT&T, Verizon, T-Mobile, and others.
Delivery is subject to each carrier’s network availability and message routing.

Disclaimer: Mobile carriers are not liable for delayed or undelivered messages.


7. Privacy

Your personal information, including your mobile number, is handled in accordance with our Privacy Policy.
CBN does not sell, rent, or share mobile numbers for marketing purposes.
Messages may contain program-specific information (such as court case details or appointment times); please ensure that your phone remains secure and accessible only to you.


8. Changes to These Terms

CBN may modify or update these Terms at any time.
Revised Terms will be posted at https://portal.cb-programs.org/sms-terms with the updated effective date.
Continued use of the Service after such changes constitutes your acceptance of the revised Terms.
